In early September the satellite experienced an "anomaly" with telemetry. For more safety, the fleet in AOR was redeployed. The telemetry problem affects the attitude control: the satellite is not reporting its location anymore. Therefore the position has to be computed by ground stations (by measuring signal strength). Those telemetry problems were solved in Dec 1997 so that the satellite could resume normal operations.
